I'm not quite sure of your legality concerns, Verdana can be downloaded in tens of thousands of sites by simply searching Google. Freely? If you read that page, you'll find it is $30 per typeface or $110 for a family of four, for use on workstations. Few if any people will buy that, though, as the font ships with lots of software (for example, it ships with Mac OS X and Windows)
