I had a record scratch moment at that point in the article also. For one I'm not so sure that the masses are going through server by server looking up content polices with a microscope. They're just signing up and posting.

For those who need them, they are accessible enough, and in fact I think it was the population looking for those that was effectively the first movers onto Mastodon.
