Sounds like a well thought out response to a story about Twitter's deliberate row over rent with one of their dozens of landlords for what appears to be a regional office they no longer need, written about with a spin to imply that "Twitter is crumbling under new management".

I wouldn't be surprised at all if Elon was personally responsible for that emoji.
