I was reading about this yesterday and about an hour later, Citi called me trying to sell me their fraud protection. I replied "Did it help the 200,000+ accounts that were stolen from you?" and hung up.
It might have--I mean, when Citi sells you fraud protection for your Citi account, that's basically insurance against either you or them being careless with your account info.
