He's being sardonic. Assad, Putin, Lukashenko, Modi, Bolsonaro, Duterte...they all use pseudo-legalistic justifications for authoritarian action. Assad in particular went as far as cataloging thousands of his torture victims to give an official veneer to the circumstances of their death.
